There was a bug opened on this (NMS-4682). Its fixed on master, but doesn’t
appear to be on the 1.8 branch.

My umask is pretty normal, 0022 or 0027
The UIDs are because it was compiled on a different system to the one I've
untared it on.
Some things are fine, like the webapps for example.
I can't think how my environment would be doing this to some things only.

That's odd; I'm not seeing the same here; my permissions look all
normal. Have you got an odd umask perhaps? The numeric user and group
ids (rather than names) also make me wonder if you're on a normal local
filesystem. Maybe this is on FAT ,or some funky remote file share that
isn't doing permissions correctly?
Either way, the build script doesn't deliberately do anything strange
with permissions like that; the issue will be local.
