I don't know if a guide exists for #1.  There is a unix shell script 
opennms-webapp/runInPlace.sh that can be used to startup a local jetty 
instance. You could probably use that as a starting point for getting a jetty 
server running inside eclipse. I can't offer more help inside eclipse as I've 
never setup a jetty server inside eclipse. As you figure out how to get an 
in-eclipse jetty server setup, create a wiki page on opennms.org for it to help 
future developers.

I suspect you will probably need to install perl on your system, and the only 
windows native version I know of is the ActivePerl build.

For #2, that's a pretty open ended question, that I would turn around and ask 
you how you debug any project in eclipse. I'd suspect you start at the 
"Problems" view and work your way around from there?
