I'm working on the same sort of thing.  Your link brings me to a Page not 
Found.  I'm not sure yet whether my trigger will be events or alarms, or an 
event caused by an alarm action-event.  I think it's probably the last as I 
want to use the alarm mechanism to filter events first.  I'd be interested in 
knowing more about what you are doing.

Work has been started on a TMForum alarm forwarding interface using the
standard TM Forum Resource Alarm Management interface. see

This is at prototype stage and uses WS notification and Web Services. We are
looking at productising this if it is of interest to a sufficient number of
users.

Alternatively there is a REST api which can access the alarm list
