Historically Maven changed a lot and broke in weird and subtle ways upon
upgrade, which was the primary reason for doing this.  Nowadays it
probably matters less and can be removed, but we should make sure we can
build with the range of maven versions provided by common OSes before
just dumping it.  Debian, especially, has some really weird stuff going
on with their maven support, or at least did last time I checked.
