It works for regular users if the usb device file in /proc has appropriate permissions. Usually those are set by udev, which has to be properly configured by the distribution vendor. Do-it-yourself instructions are available from http://members.dodo.com.au/~joaniemrc/nokia/Nokia-6670-USB.html#usb in step 3.

I guess you can add a simple warning that asks users to try running again as root, or set up udev according to the above.
