Those are simply spam (unless you have asian aquaintances, you should delete 
all mail with asian character sets).
However, here's a short explanation:

The subject in that mail in encoded in the mail header like this:
Subject: [openobex-users] =?GB2312?B?16jStbT6wO29+LP2v9qxqLnY?=

GB2312 is the character set (similar to ISO-8859-1 or UTF-8):
http://en.wikipedia.org/wiki/GB2312
If that is not decoded by your email program, it is broken (or is missing 
essential features).

And PLEASE configure your email program to NOT send HTML messages. Note that 
sending HTML-only mails will increase the chance that your mails get filtered 
by spam removal tools.
