Yes it does, else it would be incredibly slow.

Indeed. Mounting a device usually assumes that it is fully under system 
control. Since there is no notification of updates...

Try "touch update; rm update" This will create a new dummy file and delete it 
and I assume also invalidates the cache.

I don't see an option for that.
