Hi Peter,

in our guidelines we operate with "a week or two" as how long we
should allow for other maintainers and contributors to review in their
spare time before taking silence as consent.

If someone didn't have time to respond at all in that time period and
something unacceptable is pushed to master, then we deal with it after
the fact.

We don't have anything in our guidelines that explicitly deals with
the case where someone says "hold off" and is then never heard off
again. Perhaps we should have a 3 week period for that?
