1) Milestone dropdownlist when creating ticket doesn't contain 0.12.0 tag which
ticket really refers to.
2) README doc points to some INSTALL file that should contain instructions on
how to build binary. This file does not exist in repo which makes it difficult
to build binary needed to debug segmentation fault in 0.12.0
