Just get an Amontec JTAGkey (not the -Tiny) from http://www.amontec.com 
and run the Amontec SVF Player from http://www.amontec.com/jtagkey.shtml !

Amontec SVF Player is very fast and it is already tested for all 
Spartan2 and Spartan3 device and other Xilinx FPGA / CPLD, as Altera 
CycloneII and III, Latice FPGA and CPLD ...
With the Amontec JTAGkey you have now access to a major part of ARM via 
OpenOCD and a major part of FPGA/CPLD via Amontec SVF Player !

Also, the Amontec JTAGkey has an on board auto-sense IO Voltage working 
from 1.4V to 5.5V. Ideal for new products as Virtex6 and Sprtan6 or as 
handling the Texas instrument TI OMAP3 as on the TI beagleboard from 
www.digikey.com ;-). All Amontec JTAGkey IOs are protected by Schottky 
diodes and serial resitors for signal integrity.
