Just get an Amontec JTAGkey (not the -Tiny) from http://www.amontec.com and run the Amontec SVF Player from http://www.amontec.com/jtagkey.shtml ! Amontec SVF Player is very fast and it is already tested for all Spartan2 and Spartan3 device and other Xilinx FPGA / CPLD, as Altera CycloneII and III, Latice FPGA and CPLD ... With the Amontec JTAGkey you have now access to a major part of ARM via OpenOCD and a major part of FPGA/CPLD via Amontec SVF Player ! Also, the Amontec JTAGkey has an on board auto-sense IO Voltage working from 1.4V to 5.5V.
