ARM11 started out that way and it is getting better. If you could post a patch against SVN HEAD, then your AVR code will not disturb any of the stable targets. When the code isn SVN HEAD it will allow others more easily to test and comment. Please keep the discussion in the openocd development mailing list so that others can contribute.
