What is your JTAG interface ( Dongle / POD )? If your JTAG interface is the Amontec USB JTAGkey dongle , you may use the Amontec SVF Player ... already used for Xilinx SPARTAN3A and other Lattice. Altera devices. The Amontec SVF Player is stable and can help you to verify your SVF File / your JTAG frequency / your JTAG chain.
