This should work, as host JATG inteface embedded in the ARM core has a procedure to remove WFI when it gets debug request from the dongle (if everything is well conetcted on AMBA bus and ARM's state machine procedures are well respected, which I do not doubt in LPC case). After this moment core is awaken, and you can JTAG can halt it.
