There are actually 3 cases which have to be checked:
1. %{SOURCE} references file, corresponding Source: section missing
-> speclint
2. Source: section exists, file in .src.rpm, but not in CVS
-> openpkg-dev
3. Source: section exists, file not references via %setup, %patch or %SOURCE
-> speclint
4. ??
