Research has shown that rpm calls %pre nad %preun scripts really at
the very beginning of it's activity. The archive is not even unpacked at this point.
Only little information is passed to the scripts. A single tells whether the action is
an install or upgrade (see http://www.fedora.us/docs/spec.html). Compared to a wrapper
around rpm the enhancement functionality of the hook would be negliable if not null,
so there is no reason to implement it.
