In some packages, .pc files are installed to %{l_prefix}/lib/pkgconfig. This can be
considered correct if the package has a dependency to pkg-config. If not, then the
dependency (both build and runtime) should be added, or the .pc files should be
removed.
openssl (implicitly installs openssl.pc)
imagemagic (implicitly installs ImageMagick.pc)
maybe more?
Lastly, a check should be added to rpmlint. Any installed .pc files are suspect, and
if they are installed to %{l_prefix}/lib/pkgconfig with no dependency then an error is
raised.
