Of the two alternative solutions, neither is much better than the other. In this case,
packages that install .pc files to %{l_prefix}/lib/pkgconfig should not specify
pkgconfig as a dependency.
This of course also means that painstaking tests are used to determine if a package
relies on pkgconfig for its build flags.
