Bill,
we don't have any policy against having docs in OpenPKG packages.
We just strip off everything from a package that's not required at
run-time. However "not required" is a flexible term that leaves room
for discussion. Currently, we install man pages and, dependent on
their structure, example configuration files or commented items inside
configuration files.

We discussed this today and agree that some packages might benefit from
additional documentation. Please tell us where we stripped too much from
the documentation and we're happy to install it into

    %{l_prefix}/share/<package>/
    
where we believe is the most appropriate place to store additional
resource files.
