It might be related, but my package wouldn't even install with a
different prefix, so it seems more like a bug in the rpm install
functionality itself.

My problem was with system already bootstrapped, but trying to install a
prebuilt binary package from another system with 

rpm- -install --prefix <prefix> <package>.rpm

where <prefix> is different from the one the binary was compiled with.
