struggling with RSE_PATCH_SETXID for cvs

Hope this is a reasonable place to ask about the RSE cvs patches - I 
don't see anywhere else that they are published. I am using 
cvs-1.12.1-1.3.0.src.rpm under redhat 7.3 and I am struggling to get cvs 
to work set-user or set-group. I set permissions on cvs as:

-rwsr-sr-x    1 cvsadmin cvsadmin   618968 Sep  5 15:55 /opt/openpkg/bin/cvs

I then make my CVSROOT permission like this:

drwxrwSr--    5 cvsadmin cvs-webo     4096 Sep 29 09:43 /var/lib/cvs/webops

But when I try a cvs command to access the repository it is denied:

[EMAIL PROTECTED] work]$ /opt/openpkg/bin/cvs -d 
:fork:/var/lib/cvs/webops status projects
Cannot access /var/lib/cvs/webops/CVSROOT
Permission denied

Can someone offer some tips?
