In most cases it is safe to immediately install (1.3) and then upgrade to the next release (2.0) when it becomes available. If you have a tricky situation then you might consider waiting the one or two months for 2.0 to arrive. 2.0's RPM database format is different as previous releases and things work slightly differently under the hood.
