I guess justdb is what I would want.  I don't really care that I need the package (I have it for other platforms anyway), but modifying it just so I can not install it is strange.

Stock RPM has  '--justdb':

$ rpm --help | grep -C 1 just
  -i, --install                    install package(s)
  --justdb                         update the database, but do not                                    modify the filesystem
