Bash Ignores --use_cc Directive

I'm trying a build OpenPKG-STABLE on AIX using VisualAge C++ and the 
bash portion is ignoring the --use_cc=/usr/vac/bin/cc directive. It does 
build (using GCC), but I'm trying to build this without GCC. Any idea why?
