We don't set this. It's an Autoconf internal variable AFAIK. Yes, AFAIK
one can set CONFIG_SHELL to a particular shell in order to override
Autoconfs internal shell usage. But for portability reasons you usually
either should not override this at all or only to the value of our
%{l_bash}, shouldn't you?

This is an AIX-specific question. I've found that using BASH as the config_shell makes builds like GCC much faster than the default KSH.
