The ORIGINAL mod_throttle is available from: 
        http://www.bigrock.com/~mlovell/throttle/

But the one I was talking about is at: 
        http://www.snert.com/Software/Throttle/index.shtml
and is currently at v2.11, be sure to read the CHANGES file
because contributors for various platforms have added to the code.

I went ahead and attached it to this email, it's only 20K.

Let me know (offline?) what you think once you've had a chance
to look at the source to see if it's feasable to port over to Win32.

Ya, I saw that IIS5 had it built in too, great for those that
start storing alot of files and then tell their friends about it.
