Apache is, but php4apache.dll is not!

LFN's are a problem in the PATH variable under Win9x. Apache
itself uses the Win32 functions which take care of LFN's.
The httpd.conf is some kind of understatement, as it allows
short paths and long paths (in quoted form only!)
