mds: set transport TCP when TIPC is not configured/build [#994] After
multicast change is getting acessed with out updating TCP/TIPC value
when
Opensaf binaries is not Build with out --enable-tipc option which is
preventing Opensaf bring-up.
Now updated value with TCP when TIPC is NOT Build/configured with
--enable-
tipc option.
