Today it is assumed that the Log root directory always exist, and if it
doesn't, logsv just exits causing cyclical restarts.
This enhancement should handle the problem with logsv process restarts and also
alert the administrator that the root path doesn't exist.
When the root path doesn't exist, logsv should use the default root path as
root path (and create its directories if needed), then issue an alarm that the
root path doesn't exist.
