si-si deps configured as SI1<-SI2<-SI3<-SI4
SaAmfCSIAttribute is set for all the CSIs.
All SIs are initially in locked state and SUs are in lock-in.
SU1 mapped to SC-1
SU2 mapped to SC-2
SU3-mapped to PL-3
SU4-SU5 mapped to PL-4
Test:
Trying to add one more component in each SU and one more CSI in each SI. The
campaign fails to add it.
This campaign used to pass in changeset 4412.
