It looks like the test case is depending on SA_AMF_PRESENCE_INSTANTIATED 
callback_state
to determine fail-over is competed , but some time the standby is not 
completely up  ( CPND not yet copltely up)  on standby, so this will cause 
problem .

Please try to detect  standby completely up and then make subsequent CPA API 
calls in test case
or just include some more sleep time after SA_AMF_PRESENCE_INSTANTIATED 
callback_state and re-run the test.

Changeset- 7436
Version - opensaf 5.0 FC
4 nodes configured with single PBE and a load of 30K objects

* Issue observed :
saCkptCheckpointOpen api call failed and returing SA_AIS_ERR_LIBRARY after 
couple of failover

* Steps to reproduce:
> Ran couple of failover and observed saCkptCheckpointOpen failed.
> below is the snippet of agent trace:
