When saAmfComponentErrorReport_4() and saAmfComponentErrorClear_4() are called
after finalizing the amfHandle(calling saAmfFinalize()), both of them returns
SA_AIS_ERR_VERSION instead of SA_AIS_ERR_BAD_HANDLE.
