I doubt if this issue still exists. But, migrating this ticket for reference.
below is the test case having two controller:
1)Lock the node .
2)Do not respond in start step.
Board should go for reboot.
3)After it comes up start plmcd
Unlock the node which is locked.
4)start opensafd
opensaf is not able to come up completely ,it is getting struck at amfnd
