[#2795] added ability to select an SC from the largest partition during a split
network event. This is not always desirable; it may be preferable for an
application to select the current active SC, even if it resides in a smaller
network parition. We should make this behaviour configurable, by adding a
parameter to fmd.conf
export FMS_TAKEOVER_PRIORITISE_PARTITION_SIZE=0/1
