Currently, enabling or disabling split brain prevention requires reboot of both
SCs (though not necessarily at the same time if enabling).
It would be good if runtime changes without reboot is supported.
amfd, fmd and rded must be sent SIGHUP on each SC, so they reload fmd.conf.
pkill -SIGHUP osafamfd
pkill -SIGHUP osaffmd
pkill -SIGHUP osafrded
