When the cluster there are many PLs, one SC up suddently disconnect with the
remain ones around 1.5 seconds. Then all PLs reconnect to the SC. There are
many clm clients request to CLMD to init.
Then these PLs was rebooted due to tipc-flickering. CLMD tries to send init
sync respond to client but the nodes already down and it causes timeout 1.5
seconds in each respond.
After PLs come up, new init request added and CLMD is busy to proccess the
mailbox and PLs are cyclic reboot due to timeout.
