amfd: not accept lock-in if su is reparing [#3121]
AMFD should not accept lock-in admin op on SU
if the SU is repairing.

During lock SU with active assigment, a component is failed to Quiesed. AMF do
repaired this SU by
1. Terminate this SU
2. Instantiate again this SU
Between these steps, there are a gap that presence state of SU is in
Uninstated. AMFD sent presence message to that SU and it accepts LOCK-in admin
operation.
It cause the SU is in LOCK-IN adminstate but the presence state is in
Instantiated.
