Step to reproduce.
1. Deploy 2N app, with SU1 is in locked state. SU2 is in locked-in state
2. Invoke the following
pkill -SIGSTOP amf_demo; amf-adm restart
safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1 & sleep 0.5; amf-adm unlock
safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1 & pkill -SIGCONT amf_demo
3. SU1 is in below state, but can not do any adm op on it
safSu=SU1,safSg=AmfDemo,safApp=AmfDemo1
saAmfSUAdminState=UNLOCKED(1)
saAmfSUOperState=ENABLED(1)
saAmfSUPresenceState=INSTANTIATED(3)
saAmfSUReadinessState=IN-SERVICE(2)

SG contains 2 SU. There is a situation that can not lock service unit SU1 with
below status

saAmfSUReadinessState=IN-SERVICE(2)

saAmfSUAdminState=LOCKED-INSTANTIATION(3)
saAmfSUOperState=ENABLED(1)
saAmfSUPresenceState=UNINSTANTIATED(1)
saAmfSUReadinessState=OUT-OF-SERVICE(1)
