During network join, standby fail to failover with OUT OF SYNC error.
Because it see new active from other partition, then incorrectly change state
to OUT OF SYNC.
To control situation and not confused user, amf should reboot node if see more
than 1 peer.
During network join, node unexpect reboot once more after being ordered to
reboot
because msg id counter is not reset on amfd then amfnd on node just reboot up
see mismatch msg id and reboot again.
Sometimes, during network join, node may stuck in unhealthy state.
Because amfnd sending node_up and waiting for response but active node down and
the node is not receive any more up/down events.
