amf: Increase sync node size equal with clusters size [#3225]
Node sync window was closed while one node was not synchronized,
that leading to node reboot unexpectedly. This issue happens in
roaming SC where act/stb reboot and a quiesced SC promote to active.
The fix is increasing sync node size equal with clusters size and
remove ignore count node up for amfnd on active.

Node sync window was closed while one node was not synchronized, that leading
to node reboot unexpectedly. This issue just happend when amfd receive final
node_up_msg from local amfnd.
