Write a function that returns a state (eg SC_ABSENT, SC_SYNCING, SC_SYNCED),
instead of directly checking these variables:
cb->is_avd_down == true || cb->amfd_sync_required == true
cb->is_avd_down == true && cb->amfd_sync_required == true
