Thanks for your reply.
There are few virtual IPs need be present only on active controller and few to
be present only on stand-by controller.
These IPs need to be up irrespective of component's active stand-by.
I would like to enable them without depending upon the component .

Do you want to install some Ips on the interfaces? You can do that after
assignment of Active/Standby HA state to component inside your code.
