Unlock-in operation will instantiate SU. So after unlock-in operation state:
enabled-instantiate-lock
is generally correct.

I tried with AppConfig-nwayactive.xml by setting
saAmfSGNumPrefInserviceSUs=1.
When all the SUs are unlocked-in and unlocked there states are:
For Su1:
saAmfSUAdminState=UNLOCKED(1)
saAmfSUOperState=ENABLED(1)
saAmfSUPresenceState=INSTANTIATED(3)
saAmfSUReadinessState=IN-SERVICE(2)
For others:
saAmfSUAdminState=UNLOCKED(1)
saAmfSUOperState=ENABLED(1)
saAmfSUPresenceState=UNINSTANTIATED(1)
saAmfSUReadinessState=OUT-OF-SERVICE(1)
Currently AMF is not updating
saAmfSGNumCurrNonInstantiatedSpareSU.
