Not a good idea.
The timeout is there to for detecting departure of a processor. 
The connectivity over MDS is what defines the current cluster membership.
IF you are going to perform maintenanceon a node then it has to depart from the 
cluster.

Typically you have a redundant bearer and in theory you could disable one of 
the bearer netwrks
(temporarily). The cluster would of course be vulenarable to its dependency on 
just one network
during this network 1-safe period. But I dont think OpenSAF currently supports 
disabling
one of the networks.

Is there anyway to temporarily suspend transport timeouts (e.g TIPC) and other 
timeout's for that matter, such that loss of communication between payloads and 
controller's does not result reboots?

One use case for this would be some maintenance needs to be performed on the 
internal comms infra-structure (a firmware upgrade say); the upgrade may only 
take a few seconds but during that time the network will be lossy.
