Please check this.

I tested with TCL also, it is working fine to me.

I suggest the following(not sure which will work for you):
1.      Keep timeout while you are sending command on remote m/c. This will 
make sure that expect command returns when command executes successfully on 
remote m/c. OR
2.      Send each command in multiple sessions. OR
3.      Try ssh instead of telnet for debugging purpose.
