This is done by AMFD. But syslogging will be done only after all components have responded for the callbacks.AMFND updates syslog after ensuring that all the components have responded. Similar problem is being reported for notification also. It is also sent as soon as the SUSI/COMPCSI relationship is created.
I will open a new ticket to address the issue and make AMFD, AMFND and notifications in sync.
