Reforming the cluster (controller reboot/rejoining   without rebooting payload )
is currently not supported  by Opensaf regardless TCIP or TCP transports .
It may be upcoming feature called `headless cluster` .

This is different scenario

Your previous question was of Payload node started more quickly than
controller
what would be the dtm behavior, for this case no issues.

This is a new case is `headless cluster` ( controllers rejoining ) ,
this will be upcoming feature
