Hi All,

I am using openSAF 4.5.1. I have 2 controllers and 12 payloads in the cluster. 
When I try to do vcm-restart on SC-1 Active Controller, SC-2--Standby 
controller switches to Active.
When SC-2 switches to ACTIVE, following logs observed on SC-2 and all the nodes 
in the cluster reboots as there is no ACTIVE controller in the cluster.

Is this a known issue? Occurrence rate of the issue is rare.
