Hi,
regarding the last question - our national health care cards which also may be
used as "citizen cards" have only ECDSA keys on them. There are a number of
applications, most of them between citizen and government, where all the
government applications use the same verification server which was designed to
be able to use either RSA or ECDSA.
There are both RSA and ECDSA based citizen cards in the field, and both are
working well.
In everyday life, those cards are quite useless, there is no way to use them
for e-Mail encryption (without the sender also having to use a dedicated plugin
since there are not too many e-Mail applications able to deal with ECDSA ;-))
