MinGW can also be used to build on Windows. It isn't a requirement to
actually _cross_ compile, as long as MinGW is used.

I think this is great to test more build environments, as Alon said.
But if your environment is mostly (only?) Windows systems then it
will still be possible to build natively - simply install MinGW, MSYS
and dependencies as neccessary.
