That's not really logical from usability point of view.
- If there is a setting in the config file (which is not the case by default) 
the values in the config file shall be used unless overridden by the user
- Only if the user adjusts the behavior with "-v"-s, values from the command 
line override the system options.

An option to use the configuration file kind of omits the idea of a (currently 
global) configuration file.
